About the Organization
The Ohio Valley Educational Cooperative (OVEC) is a consortium of 15 school districts serving over 155,000 students in North Central Kentucky. Established in 1976, the Cooperative provides a vehicle for conducting regional planning, development, and implementation of educational programs on a continuing basis. MINIMUM QUALIFICATIONS:
Bachelor degree or IECE in Early Childhood Education required. Master's degree in related field preferred. Experience managing staff required. Minimum two years of Head Start, Early Childhood, or related field experience. Must be able to work independently, exercise sound judgement in decision-making, effective problem solving skills and ability to build relationships with staff.
Must be able to stand, sit, bend and walk for periods of time to meet job requirements. Must have physical and TB test, and be able to lift up to 50 lbs. Must have reliable transportation to travel to and from work, home visits, trainings and meetings (will receive mileage reimbursement based on OVEC's travel policy). All Head Start positions must clear and pass state criminal history records check and sex offender registry check prior to hire date and pass Child Abuse and Neglect state registry check (CAN) within 90 days of hire.
GENERAL RESPONSIBILITIES:
Manage all Local Area Managers to ensure efficient operations and compliance with all federal, state, and local laws and requirements.
SPECIFIC RESPONSIBILITIES:
- Ensures the collection, analysis, organization and reporting of accurate information to the appropriate staff or entity.
- Monitors to ensure program operations comply with all local, state and regional regulations, performance standards and policies and procedures.
- Collaborates to enhance efficiency and effectiveness of program service delivery.
- Possesses knowledge of assigned technology systems to ensure data integrity.
- Plans and develops activities designed to improve and enhance program quality.
- Effectively leads by exemplifying the vision and the mission of the program.
- Develops, amends and implements program operation policies as applicable.
- Ensures the program operates in a legal, ethical manner and in accordance with the program and agency mission and all applicable laws and regulations.
- Provides and recommends training relevant to the needs of the target audience.
- Ensures positive relationships are developed with staff, parents, children and community.
- Maintain confidentiality in accordance with agency policy and according to federal, state and local regulations.
- Meet scheduled deadlines and perform routine tasks with minimal supervision.
- Possesses and maintains the necessary skill level in technology systems and software required to perform individual job duties.
- Regularly report concerns, progress, and other program outcomes to the Head Start Director.
- Additional duties as assigned.
COMPENSATION:
Annual contract with a maximum contract of up to 240 days. Salary based on experience in accordance to OVEC's Head Start/Early Head Start Certified Employee Salary Schedule.

Salary based on rank and experience in accordance to the OVEC's Head Start/Early Head Start Certified Salary Schedule.
Retirement: Kentucky Teachers Retirement Systems (KTRS)
Work Location: OVEC Central Office
