Director, Physical Plant Services
The Director of Physical Plant Services is responsible for the administration, management, supervision, and oversight of the Physical Plant Services unit which is part of the Physical Planning, Development & Operations department. The Director is responsible for department organizational and business management, change management and process improvement initiatives, short to long term planning and organizational development, and the leadership, coordination, oversight, and performance of sub-units within Physical Plant Services including Building, Utility & Fleet Services, Work Management, Grounds, Refuse & Recycling Services, Custodial Services, and Business & Fiscal Operations.
Reporting to the Associate Vice Chancellor of Physical Planning, Development & Operations and in collaboration within the Department and colleagues across the campus, the Director of Physical Plant Services is responsible for the leadership, administration, management, and supervisory oversight of all services and functions of the Physical Plant Services unit. Physical Plant Services provides for the operation and maintenance of campus facilities, structures, building systems and equipment, utility and infrastructure systems and equipment including a cogeneration plant, and grounds including landscape and hardscape as well as a variety of supportive functions including fleet management, energy management, refuse and recycling, custodial, and business and customer services. Additionally, the Director oversees project-related efforts designed to address the maintenance and repair of facilities and infrastructure including assessment, planning, development and implementation of deferred maintenance, major repair, and capital renewal programs and projects necessary to properly manage the University's physical assets. The Director also participates, with other senior managers in the Department, to develop, establish, and implement strategic and operational plans and initiatives which, in combination, serve to advance and improve services and achievement of University goals and priorities.
Physical Plant Services, a major operational services unit of Physical Planning, Development & Operations (PPDO) provides for the operation and maintenance of campus facilities including structures, buildings, utility networks and equipment, power generation systems, infrastructure, and grounds as well as a variety of supportive functions including fleet, energy, refuse and recycling, custodial, and business and customer services. Additionally, Physical Plant Services oversees efforts required to assess, plan, develop and implement deferred maintenance, major repair, and capital renewal programs and projects necessary to properly manage the University's physical assets. The University's campus is spread across more than 2,000 acres and includes over 500 buildings comprising more than 8 million square feet. Physical Plant Services employs approximately 255 full time permanent staff and up to an additional 10 part time, seasonal or contract staff and an annual operating budget of over $48 million not including funds associated with maintenance and repair projects.
Qualifications / Competencies
Education:
• Knowledge such as that obtained through a Bachelor's degree in architecture, engineering, facilities management, construction management, or a related field OR which may be obtained through equivalent experience/training such as might be achieved through five to seven years experience, of which a minimum of three years is associated with progressively responsible experience at senior level management, in planning, organizing, and directing the work of a large journey-level work force consisting of four or more of the building, engineering, and/or maintenance trades and which experience clearly demonstrates the abiliy to independently perform the wide range of complex and responsible management and technical assignments associated with physical plant administration.
• Working knowledge of Federal and California OSHA requirements and the California building code.
• Demonstrated knowledge of building and utility systems and the operation, maintenance and construction of such including budgeting, scheduling, resource allocation, and cost estimating.
• Demonstrated management experience leading and overseeing technical operations and services common to a large facilities maintenance organization, including but not limited to: interior and exterior building systems, interior and exterior utility systems and infrastructure including power generation, facility automation, access control, and energy management systems, exterior hardscape and landscape infrastructure, custodial maintenance, fleet operation and management, refuse and recycling, and related business support and management activities.
• Demonstrated administrative, leadership, and management experience associated with development and implementation of periodic maintenance plans, deferred maintenance and capital renewal plans, and service level plans and agreements based on resource availability.
• Demonstrated project planning and management experience involving critical path analysis and scheduling to coordinate and prioritize workload in a manner which accurately reflects the relative importance of facility operations and maintenance improvements in relationship to campus priorities. To include skills which result in successful project performance associated with scope identification and management, budget and schedule performance, and quality control and inspection.
• Demonstrated record of successful planning, budgeting, financial analysis and fiscal management, including skill in budget preparation, analysis, and controlling costs of multiple, multi-million dollar budgets.
• Demonstrated experience in organizational leadership, planning, development, and implementation of strategic, tactical, and business continuity plans, and policy and procedure. To include well developed change management and process improvement skills.
• Extensive knowledge and experience managing personnel matters in a collective bargaining environment including recruitment, employee relations, performance assessment and appraisal, progressive discipline, dispute resolution, succession planning, and professional development, including the development of supervisory staff and ensuring staff maintain currency in required technical skills.
Preferred Qualifications / Competencies
• Experience in maintenance and operational management of a State facility, College or University, or other multi-facility complex.
Certifications:
• CEFP certification through the Association of Physical Plant Administrators and/or CFM certification through the International Facilities Management Association
Special Conditions of Employment
• Selected candidate will be required to pass a pre-employment criminal history background check.
• Must possess a valid license to drive in the state of California.
• The position works in a wide variety of environments including both a typical office environment as well as a facility/building and construction-oriented environment. As such, the position requires: 1) the ability to sit for prolonged periods of time, 2) ability to lift up to 20 pounds occasionally, 3) ability to conduct outdoor site visits, including use of required personal protective equipment, as required to conduct investigations, inspections, or view work in place, 4) ability to sustain exposure to dusty, noisy construction environments and inclement weather as necessary to carry out assigned duties and responsibilities, 5) ability to climb to a height in excess of thirty feet, and 6) ability to drive to locations of work.
• In general, the position works a consistent schedule, Monday- Friday from 8:00 a.m. thru 5:00 p.m. Business needs may occasionally require evening and weekend hours in order to ensure assigned tasks and duties are completed as well as the ability to travel as required to conduct University business.
